Purpose
Following consideration of the financial plans submitted by all
Mobile Warden Schemes as required under the 2025-28 tapered grant
scheme, the Grants Advisory Committee confirms that it is satisfied
with the financial plans provided (see
Agenda item 7 from Grants
Advisory Committee on Thursday, 26 February
2026).
Committee members reviewed the information presented by
officers, including the standardised financial summaries in
Appendix C of Agenda item 7, and were satisfied that:

each scheme has submitted a compliant and
sufficiently detailed three?year rolling financial plan.
·
the plans demonstrate clear intent to reduce
reliance on Council funding in line with the agreed 10?year tapered
funding model.
·
schemes have committed to appropriate increases to
client fees to support long?term sustainability.
·
no concerns were identified that would prevent
allocation of funding for the 2026–27 financial year (year 2
of the 3 year grant scheme).
Committee members also highlighted the need for a publicity
campaign from SCDC to help support the sustainability of the
schemes.
Content
To
accept the recommendations of the Grants Advisory Committee (see
above) and agree that the financial plans submitted by the Mobile
Warden Schemes provide sufficient justification for allocating
funding for 2026–27 (year 2 of
the 3 year grant scheme) as set out in
Appendix C of Agenda item 7 of the report.
Reasons for the decision
The
Council is committed to creating and supporting local community
groups and organisations to deliver services for South
Cambridgeshire residents.

Option:
To not agree the schemes.
Reason
for rejection: Deferring or rejecting a decision
would result in a likely disruption to services to South
Cambridgeshire residents.
