Purpose
The
purpose of this decision is to agree to offer a leasehold interest
in the sports pavilion and sports pitches within the Western Park
at Northstowe, comprising of the following facilities:

1 floodlit synthetic pitch (suitable for
rugby and football);
·
1 adult rugby grass pitch;
·
1 adult football grass pitch;
·
2 junior football grass
pitches;
·
2 mini football grass pitches;
·
1x 2 court floodlit MUGA
·
An area of land sufficient to install 1x
22’ shipping container for equipment storage and the
container (to be constructed on site by SCDC).
The
s106 agreement for Phase 1 permitted transfer of the Western Park
open space to SCDC at nil consideration, although at a later point
(on expiry of the contract between L&Q and its appointed Land
Management company, Greenbelt in approximately seven years’
time). However, the decision taken by L&Q to pass construction
of the Sports Pavilion and car park to SCDC means that in order to
operate the pitches and pavilion as a single entity, the freehold
of the pitches is to transfer to SCDC. Subsequently this permits a
leasehold arrangement for an external operator of the pavilion, car
park and sports pitches to be brought it in to operate this as a
unified facility, which is the subject of this decision. The
leasehold agreement sets out the respective responsibilities of
each party, these are summarised in the attached plan. The majority
of management and maintenance responsibilities and attendant
liabilities would transfer to the leaseholder.
The
value of the leasehold is within Level 2. The freehold transfer has
previously been agreed by the CEO 19/09/2023 and noted by Cabinet
28/09/2023, along with the proposed management approach of which
the leasehold agreement is a part.
Content
To
offer a lease to the successful sports provider secured through an
open procurement process, to operate the pavilion and pitches at
Phase 1 Northstowe.
