Purpose
The
Council is delivering a temporary community centre at Phase 1
Northstowe as an interim arrangement, prior to delivery of the
permanent facility. The building is to be rented from Portakabin
for a three-year period.
The
Council is committed to supporting community development at
Northstowe; although the Council will provide the building and take
on all financial responsibility, this Memorandum of Understanding
allows for the involvement of local and key service provider
stakeholders in the management of the facility, through the
creation of a management board. The objectives of the management
board include taking collective responsibility for the smooth
running of the facility, oversight of the business model, ensuring
value for money, to deal effectively with complaints and to develop
the facility such that it functions as a community hub, able to
respond to community needs and that its use is effectively
promoted.
The
Memorandum of Understanding invites Northstowe Town Council,
Cambridgeshire County Council and Northstowe Hub, a registered
Charity, to become members of an equal partnership, which can be
extended to additional stakeholders by agreement of the existing
partners.
