Purpose

The
purpose of this decision is to decide whether the land/building
should be included as an asset of community value
(“ACV”) on the Council’s register of
ACVs.
 
On 17
April 2024 a nomination was received from Bartlow Parish Meeting in
respect of The Three Hills Public House, The Three Hills,
Dean Road, Bartlow, Cambridgeshire, CB21 4PW. This is a
re-nomination of an asset that is due to expire on 18 June 2024 in
accordance with the legislation following expiry of the
listing.
 
Following consideration of the nomination, Notice of Nomination
was sent to Cllrs John and Henry Batchelor, (for the district Ward
of Linton), to the Parish Meeting acknowledging their nomination
and to the owners and occupiers. The nomination was publicised
through the weekly bulletin and the Lead Member for Communities was
notified.

Content

Officers have considered the nomination and are satisfied that
the non-ancillary and current use of the
asset as detailed in the nomination form and
accompanying map does further the social well-being, or cultural
recreational or sporting interests of the local
community.  It is also considered
realistic to think there can continue to be non-ancillary use of
the asset which will further the social interests of the local
community. Therefore, it can be accepted, in accordance with
Section 88 (1) of the Localism Act 2011.

Reasons for the decision

The Three Hills
Public House is a 17th Century Grade II
listed building located in the heart of the small village of
Bartlow. It is the only remaining pub and community facility in the
village and also benefits from seven luxury ensuite rooms, a
two bedroom flat and an award winning
restaurant.
 
The pub provides a social hub
for Bartlow with facilities for holding village meetings, village
social events and private gatherings such as weddings. For example,
the Bartlow Village Association and the Bartlow Parochial Church
Council meet at the pub and the following events take
place:

Christmas Lights and Carolling (early
December)

·        
Quiz Night (last held in early March
2024)

·        
Can’t Ski, Won’t Ski dinner (early
February)

·        
Three Counties Charity Walk, post event gathering
(early May)

·        
Informal social club gathering (every
Friday)

·        
Summer garden parties for special events such as the
Platinum Jubilee and the Coronation

·        
Lectures (held on occasion).
It meets the description of an
asset of community value.

Alternative options considered

The options are:
(a) To accept the nomination
and place the asset on the register of assets of community
value,
(b) To
refuse the nomination and place the asset on the register of
unsuccessful nominations
