Purpose

The
purpose of this decision is to decide whether the land/building
should be included as an asset of community value
(“ACV”) on the Council’s register of
ACVs.
 
On 28
May 2024 a nomination was received from Bourn Parish Council in
respect of Bourn Village Hall, 3 Short Street, Bourn,
Cambridge CB23 2SG. This is a re-nomination of an asset that was
removed from the list when it expired on 11/07/2024 in accordance
with the legislation.
 
Following consideration of the nomination, Notice of Nomination
was sent to Cllr Dr Tumi Hawkins (for the district Ward of
Caldecote), to the Parish Council acknowledging their nomination
and to the owners. The nomination was publicised through the weekly
bulletin and the Lead Member for Communities was
notified.

Officers have considered the
nomination and are satisfied that the non-ancillary and current use of the asset as detailed in the nomination form and accompanying map does
further the social well-being, or cultural recreational or sporting
interests of the local community.  It is
also considered realistic to think there can continue to be
non-ancillary use of the asset which will further the social
interests of the local community. Therefore, it can be accepted, in
accordance with Section 88 (1) of the Localism Act 2011.
 

Reasons for the decision

Bourn Village Hall is situated in the centre of village of Bourn
and is available to hire for events, meetings and parties. Many
local groups and organisations use the hall for regular events,
exercise classes and meetings. This includes the Bourn Garden Club
that meet once a month on a Thursday and the Parish Council who use
the venue for monthly meetings. It is also used for one-off events
such as weddings and birthday parties. The Church fete was also
held at the Village Hall this year.
Little
Hands Nursery School, which provides childcare for
children aged two to four, occupies the hall on weekdays during
term time. It is fully equipped, totally enclosed and includes both
indoor and outdoor play areas for children to play and socialise.
Without the Village Hall, the Nursery would have to shut.
 
It
meets the description of an asset of community value.

Alternative options considered

The options are:
(a) To accept the nomination
and place the asset on the register of assets of community
value,
(b) To
refuse the nomination and place the asset on the register of
unsuccessful nominations.
