The
Civic Affairs Committee resolved to note that the Public Speaking
Protocol, and in particular the wording set out in Paragraph 5.1
“Scope of questions or statements” remained fit for
purpose as it was ‘proportionate’ balancing the
interests of Article 10 ECHR.
