Purpose

SYMCA runs the Made Smarter programme on behalf of Department of Business & Trade (DBT) within the Yorkshire & Humber region. In previous years of delivery, SYMCA has granted funds to Hull City Council and York & North Yorkshire Combined Authority (YNYCA) to conduct local marketing and recruitment of a Business Relationship Manager for the Made Smarter programme.

This model has helped strengthen SYMCA’s relationship with other MCA partners, and has helped strengthen engagement and input into the Made Smarter programme across Yorkshire & the Humber.

As of 1st April 2026, Hull & East Yorkshire Combined Authority (HEYCA) supersedes the involvement of Hull City Council in the Made Smarter Y&H programme.

Decision

To continue previous arrangements with YNYCA and HEYCA by granting funds for local marketing and recruitment of a Business Relationship Manager as follows:

YNYCA:
• Award new grant agreement of £75,887 to cover 2026/27 financial year, to mirror previous arrangements with YNYCA and NYCC previously

HEYCA:
• Award new grant agreement of £68,560.73 to cover 2026/27 financial year, to mirror previous arrangements held with Hull City Council

Alternative options considered

Alternative options include directly managing marketing spend, and recruiting the advisor directly. Outsourcing this reduces administrative time within SYMCA, allows local knowledge to inform decision making, and strengthens our relationships with regional partners.
