Purpose

As part of the Delta and Depot West trackwork renewals programmed for August and September 2026, it is recommended that current Points Operating Equipment (POE) is replaced with new machinery. This mitigates any risk of the legacy equipment failing when reinstalled.

As Voestalpine CSV-24s (powered machines) and CSV-34s (manual machines) are already in use at 40% of locations on the Supertram network, it is deemed most cost effective and operationally viable to replace current legacy machines at these locations with new Voestalpine CSV-24s and CSV-34s. The SYMCA POE renewal strategy will then look to continue this rollout of these machine types across the wider network.

Decision

An order to be placed with Voestalpine to supply 3no. CSV-24s and 6no. CSV-34s for use at the Delta and Depot West.

Alternative options considered

• Appoint Voestalpine to supply 3no. CSV-24s and 6no. CSV-34s for use at the Delta and Depot West, costing up to £110,000. Due to lead times associated with orders, and the network consistency reasons noted above, this takes the form of a Direct Award.

• Disconnect and reinstall current legacy machines at these locations following track renewals. Not recommended as there is risk that parts of to-be-retained equipment are damaged in removal/reinstatement, or of failure of reused machines upon reinstallation. Also increased risk of these failing when in use post-works, due to age of equipment, which risks unplanned disruption to the network.
