Purpose

In March 2022 full approval was secured for the project.

The four local authorities and the MCA each hold a portfolio of projects within their TCF/CRSTS programmes and in September 2025 the MCA approved the continuation of the flexibility previously approved on the TCF programme to enable the movement of funds between schemes within their portfolios when necessary to enable delivery whilst ensuring minimal impact on the programme outputs and outcomes.

In June 2026, the Change Control Panel recommended approval of:
- An additional £2.1m from within the SYMCA portfolio (Thorne)
- End date extension to January 2027
- Reprofile of outputs and outcomes to align
