Decision

The Board considered:

1. Performance of the MCA’s externally funded capital and revenue programmes to the end of Q4 2025/26.
2. Progression of “Nether Edge Wedge (Active Travel) Phase 1 - Charter Row” to full approval and award of £12.46m grant to Sheffield City Council, subject to the conditions set out in Assurance Summary C.
3. Progression of “SYMCA Bus Lane Review” to post Outline Business Case (OBC) in principle approval and award of £3m grant to South Yorkshire Mayoral Combined Authority subject to the conditions set out in Assurance Summary D and conclusion of assurance.
4. Progression of “AT City Centre Connections – Castle Street” to full approval and award of £2.4m grant to Sheffield City Council, subject to the conditions set out in Assurance Summary E.
5. Progression of “Doncaster 191” to post OBC in-principle approval and award of £3.97m grant/loan to Vac-Ex Ltd subject to the conditions set out in Assurance Summary F and conclusion of assurance.
6. Progression of “Highways Maintenance Incentive Funding 2026/27” to full approval and award of £7.064m grant as detailed in section 2.4.
7. Delegated authority to the Head of Paid Service, Section 73 and Monitoring Officer for consideration of the following: a. Progression of “Integrated Settlement - Active Travel Revenue Funding” to full approval and award of £3.23m grant as detailed in section 2.3.
8. Delegated authority to the Executive Director for Growth, Business and Skills for consideration of the following: Page 408 a. Development of proposals for, and award grants and contracts to deliver the Construction Skills Package elements across financial years 2026/27 - 2028/29 as detailed in section 2.12.
9. Delegated authority to the Executive Director for Growth, Business and Skills consideration of the following: a. Extension of the Business Growth Advisor Service and award of c£0.75m grant to the local authorities as detailed in section 2.24.
10. Approved the utilisation of any unspent Adult Skills funding from AY 2024/25 for delivery of procured provision in AY 2025/26 as detailed in Section 2.12.
11. Approved the acceptance of £1.42m grant from the Department of Energy Security and Net Zero (DESNZ) for the Housing Retrofit Programme and any onward award as detailed in section 2.25.
12. Approved the acceptance of £1.87m grant from Department of Business and Trade (DBT) and West Yorkshire Combined Authority (WYCA) for the “Made Smarter Yorkshire and Humber Programme” as detailed in section 2.25.
13. Approved the acceptance of £1.31m grant from the DBT for “Made Smarter Enhancement Funding” as detailed in section 2.25.
14. Approved the acceptance of £0.5m grant from DESNZ for “Made Smarter Housing Retrofit” as detailed in section 2.25.
15. Endorsed the submission of an Expression of interest and any further bid to Department of Environment, Food and Rural Affairs (DEFRA) for the “Third National Forest Programme “and acceptance of any subsequent funding and onward award as detailed in section 2.25.
16. Endorsed the submission of consortia bids to establish the “What Works Centre for Local Employment Support (WWCLES)” and approval for associated in-kind resource commitments as detailed in section 2.25.
17. Endorsed the submission of a bid to “Bloomberg Philanthropies Youth Climate Action Fund programme” and acceptance of any subsequent funding and onward award as detailed in section 2.25.
18. Noted the update on the “South Yorkshire Local Innovation Partnerships Fund” detailed in section 2.26.
19. Delegated authority to the Head of Paid Service in consultation with the Section 73 and Monitoring Officer to enter into legal agreements for the points above.
