Purpose

On 01/07/22 Turner and Townsend (T&T) were appointed to carry out QS/PA and completion of business case services for the Mass Transit project. The value of the contract is £3,397,663.07.
Due to the complexity of the project, the scale of work required to deliver these services has increased significantly, particularly in relation to supporting SYMCA with its submission of the Outline and Final Business Cases. This supporting work is in progress and is critical to delivery of the FBC and securing the funding for Mass Transit from DfT.
The cost of the additional work to 31/03/27 is £616,833.45.

Decision

It is recommended that the value of the contract is increased to allow for this additional work (option 1 above), and a decision is requested accordingly.

Alternative options considered

1. Increase value of T&T contract to allow for £616,833.45 of additional work. Review options for procurement of ongoing QS/PA services from 01/04/27.

2. Seek alternative means to procure the additional work from T&T e.g. via a framework contract direct award. This option would result in additional cost and the changeover would delay the project.

3. Go to market to re-procure the services required. This option would result in major delays to the project, and would incur additional cost.
