Purpose

VolkerRail is appointed to undertake rail replacement
works on the Sheffield Supertram Network between
March and October 2026; this report seeks approval
to instruct VolkerRail to undertake the renewal of the
Delta Junction in addition to the current scope of
works.

Throughout the development of the 2026 scope of
works, it was always anticipated that renewal of this
site were to be delivered; however a decision was
taken to de-couple this site from the initial Call off 4,
to avoid delaying the appointment of the Contractor
for all other impending sites whilst Delta multi
disciplinary detailed design work progressed.

New trackwork has been procured by SYMCA, to be
delivered August 2026. This is to be free issued to
the Contractor for installation.

Decision

Instruct VolkerRail to complete the Delta renewal as
part of TIF Call Off Four to a value of £2.0M.

Alternative options considered

Do not undertake the works – Renewal of the rail
infrastructure is essential to maintaining the safe
operation of the tram network. The trackwork at
Delta Junction is experiencing significant wear
and has reached a condition where replacement
is required at the earliest practicable opportunity.
Failure to carry out these works increases the risk
of infrastructure failure, which could necessitate
the closure of this critical junction. Such a closure
would effectively sever the network and have a
significant impact on all tram services. Not
recommended.

• Undertake remedial repair works. SYFTL has
already undertaken significant remediation work in
an attempt to extend the life of trackwork at this
location. They have reported no further remedial
work is practical. Not recommended.

• Instruct VolkerRail to complete the Delta renewal
as part of TIF Call Off Four to a value of £2.0M.
This is the recommended approach.
