Purpose

In July 2023 the MCA Board granted
approval to delegate authority to approve
the release of development cost funding
in line with the Assurance Framework to
enable schemes to progress as efficiently
as possible.
£6m was originally allocated through the
CRSTS programme to deliver the
Penistone Bridge End Improvement
scheme with development funding of
£0.84m released. However, early
feasibility work indicated that a scheme
delivering meaningful benefits would
exceed budget availability. A change
control was therefore approved to convert
the project to a development-only scheme
under CRSTS, with full delivery to follow
once additional funding is secured.

On 02 September 2026 the Investment
Board recommended approval of the
Strategic Business Case and release of
additional development only grant.
