Purpose
Following the “Mapping BF Systems Priorities” meeting in September, the DTS team have spent time validating priorities, estimating the size/scale of deliverables and producing a resource plan.
It is hoped that some of the required roles will be sourced from a Bus Franchising Technology Partner, but such a contract will not be in place until 2027.
The following posts have been identified as priorities and due to pressing time constraints, these should be sourced from an agency:
1) 5 x Project Manager
To manage the operational delivery, including project planning, governance, risk management, and supplier liaison. NB. The agreed priorities convert into over 25 granular deliveries.
2) 5 x Business Analyst
To undertake requirements gathering and analysis, consider process improvement, liaise with suppliers, contribute to solution design and support delivery.
3) 2 x Solution Architect
To ensure that solutions meet business requirements and are aligned within the overall standards of DTS. This role prioritises the need for each solution to be supportable, sustainable and scalable. The role is key to liaising with the Bus Design Group and Technical Design Authority.
Decision
The decision is to recruit via an agency the following posts ASAP for nine months with the option to extend
1) 5 x Project Manager
2) 5 x Business Analyst
3) 2 x Solution Architect
Alternative options considered
Alternative options, including reallocating work within DTS were considered, however, the scale of work is too large and the DTS team has little, if any, available capacity.
A non-agency recruitment was also considered but discounted because of the time this would take.
