Purpose

Following this Key Decision to enter procurement - E-
bikes procurement - REDACTED.pdf , six organisations
submitted responses to SYMCA’s open tender. One
response did not pass the pre-qualification checks and so
five organisations were evaluated, which included e-bike
test rides.

Assessment of tender responses was by a four person evaluation panel and moderated by SYMCA procurement.

Decision

We recommend option 3. This option provides the best
overall value for money based on the published
evaluation criteria and enables delivery to commence.

We believe that it is only by taking this option, with a
Framework Agreement, will we deliver Mayor Coppard’s
Mayoral Delivery Fund ambition for e-bikes and the
strategic objectives of the Walking, Wheeling and Cycling
Strategy. Consultation with Mayor Coppard to date has
supported that this is appropriate activity and he has
endorsed this project.

Alternative options considered

Option 1
Do not award a contract and re-procure. This option
would delay delivery of South Yorkshire People’s Network
e-bikes, create additional procurement costs and
introduce a risk to project delivery and achievement of
Mayoral objectives.

Option 2
Award the contract to another bidder. This option was
considered but not recommended because other
tenderers achieved lower overall evaluation scores and
therefore offered less advantageous outcomes against
the published quality and price criteria.

Option 3
Award the Framework Agreement and initial call-off
contract to Estarli, the highest-scoring tenderer, following
completion of the procurement exercise and standstill
period.
