Purpose

To update the Southend Community
Infrastructure Levy (CIL) Governance Framework to ensure it
reflects latest legislation and guidance and facilitates the
effective implementation and spending of CIL.

The Cabinet considered a report
of the Executive Director (Environment and Place) presenting the
revised and updated Southend Community Infrastructure Levy (CIL)
Governance Framework which reflects latest legislation and guidance
and facilitates the effective implementation and spending of
CIL.
 
Resolved:
 
That the Community
Infrastructure Levy Governance Framework, as set out at Appendix A
to the submitted report, be approved.
 
Reasons for
decision:
 
To ensure robust, transparent
and effective expenditure and reporting of CIL funds in line with
the Community Infrastructure Levy Regulations 2010 (as
amended).
 
Other options:
 
The Council could leave the CIL
Governance Framework in its current form it is considered that it
delivers on its objectives more effectively as amended.
