Purpose
The Council has undertaken a
review of options to take forward essential outstanding structural
works to Southend pier following the Liquidation of the appointed
Contractor. The recommended approach is to enter into a Contract
for the remainder of the current Contract Period (12
months).
Content
That UKI Mechanical Limited be directly
awarded the contract to complete structural works to the Southend
pier stem (Anchor Bay Phases Three and Four).
Reasons for the decision
To put in place a main
contractor to complete Phases Three and Four of the Pier Stem
Anchor Bay Structural programme.
A decision is required as a
matter of urgency to ensure that works can continue promptly once
the school summer holiday period has finished. A programme delay
would compromise the ability to complete structural works during
the less busy Autumn and winter seasons.
Alternative options considered
The Council considered other
procurement route options including use of an existing Framework or
an retender process. However, this would delay works and would be
highly likely to result in increased tender prices.
