Purpose

The appointment of term
contractor for intruder alarms, building cctv, access control and associated works
to Public Buildings and Schools within the City of
Southend-on-Sea – 2024 to 2027 with option to extend until
2030.

Content

To appoint Blake Contractors
Limited, subject to satisfactory submission of compliance
documentation, to undertake the servicing and maintenance of
security systems (including alarms and automatic doors/shutters)
across the Council’s operational estate (exc. housing) for
the period 1 July 2024 to 30 June 2027 with the option to extend
through to 30 June 2030.

Reasons for the decision

To put in place appropriate
servicing and maintenance arrangements for the period 1 July 2024
to 30 June 2027 (and potentially to 30 June 2030) to ensure all
statutory compliance checks are completed and that systems remain
safe and operational.
 
To ensure appropriate out of
Hours provision is in place to address any emergency issues with
security systems. This excludes ‘key holder’ services,
which are contracted through South Essex Property
Services.
 
A decision is required as a
matter of urgency to ensure that the Council maintains service
continuity from the existing term contractor arrangements, which
will expire on 30 June 2024.

Alternative options considered

The Council considered other
procurement route options including agglomeration with other term
contracts but this was discounted as it would reduce competition
and limit opportunities for local supplier engagement.
 
Existing Framework
opportunities were considered but did not meet the Council’s
contract requirements.
 
The option of tendering solely
for servicing and planner preventative maintenance was considered
with reactive works contracted on an ‘as and when’
basis but this was discounted as it would lead to greater
‘off-contract spend’.
