The Council Assembly is the main decision-making body of Southwark Council. It is responsible for adopting and changing the council's constitution, approving the overall policy framework, and agreeing the annual budget. It also elects the Mayor and Leader of the council. The Assembly considers decisions proposed by other bodies that do not align with the agreed budget or policy framework, and debates a chosen theme at each ordinary meeting.
