Purpose
To implement non-strategic traffic and highway improvements including parking regime changes
Decision
- That the non-strategic traffic and highway improvements and complementary street space measures detailed in appendix 1 - 29 annexed to this report and summarised in Table 1, be approved. These are to be implemented by way of powers under the Highways Act 1980 (“1980 Act”) and Traffic Management Orders (TMOs) made under the Road Traffic Regulation Act (“1984 Act”), subject to the outcome of a statutory consultation and any associated procedures.
- That officers be authorized to undertake the statutory consultation process in respect of the proposed Traffic Management Orders (“TMOs”), including the publication of the necessary notices and consideration of any representations received in accordance with sections 6 and 124 (and the other relevant powers identified in this report) of the 1984 Act subject to statutory consultation carried out pursuant to the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996 (“1996 Regulations”).
- That it be noted that following the close of the statutory consultation period, officers will submit a further report to the Leader should any objections be received during the statutory consultation period that have not subsequently been withdrawn. If no objections are received, delegated authority is granted to the Head of Highways to authorise the making of the orders.
- That officers be authorized to take steps to hold a public inquiry pursuant to regulation 9(1) of the 1996 Regulations in relation to the proposed TMOs if considered expedient to do so.
