To proceed to contract award on a local
service tender. Summary details are as follows:

• Tender LS0031 – Two tender lines issued, one for
existing routes 11, 11A, 11S and 875A in Stafford (existing
contract expires soon) and the other for an enhanced service along
the Stafford – Penkridge – Brewood – Coven
– Wolverhampton corridor. Package bids to meet the timetable
specification were invited.
• Funding entirely from existing Staffordshire County Council
budget
• Contract is for 3 years.
• Tender was 100% price based, with alternatives / packages
considered as long as they met the service levels necessary.
• 3 bids were received: Carolean Coaches Ltd, B P Brown Travel
Ltd (t/a Select Bus), and West Midlands Travel Ltd. Carolean
coaches subsequently withdrew their bid when contacted as they had
mis-calculated their costs.
•B P Brown Ltd offered a package bid of £1265600.00 over
the 904 operating days which was the best price. The package bid
involved linking routes together, but met the service levels
required for the tender. This package was therefore awarded.

Alternative options considered

All bids and alternatives were considered to
establish best value for money.
