Purpose

To agree the definition of Complex Needs in
Supported Living Care Services to enable the implementation of the
Complex Lot, forming part of the new Supported Living Care Services
Framework, effective from Spring 2026, and to support people who
chose to self-direct their support.

Content

The Supported Living Commissioning Plan was
presented to Cabinet on 19 March 2025. The following
recommendations were endorsed in respect of Complex Needs and the
Complex Lot:

1. Approve further consultation and engagement, with key partners,
in relation to the definition of complex needs to support
implementation of the Complex Lot under the Framework.

2. Delegate authority to the Director for Health and Care to
approve the definition of complex needs, following consultation and
engagement, to enable implementation of the Complex Lot under the
Framework.

Consultation and engagement took place between 7 April and 16 May
2025; 102 responses were received. The consultation and engagement
feedback was subsequently reviewed and incorporated, as
appropriate.
