Purpose

Following a procurement exercise contract are to be awarded to the highest scoring bidder to provide any Council funded care packages for people at the following Extra Care schemes:

• Chestnut Grange, All Saints Rd, Burton upon Trent, DE14 3HL
• MacGregor Tithe, Hospital Street, Tamworth, B79 7EF
• Tyldesley Court, High Street, Burton-on-Trent, DE14 1EZ

Decision

Extra Care schemes are housing and care services that support older adults and adults with disabilities and/or long-term physical or health conditions and health conditions to live independently in the community.

In February 2026 Cabinet delegated authority to the Director of Health and Care, in discussion with the Cabinet Member of Health and Care, to award contracts for care services at two Extra Care schemes and one sheltered accommodation scheme.

The Council undertook a Procurement Act 2023 compliant process to source a care provider for any Council funded care packages for people at the three schemes.

The recommendation from the procurement evaluation panel is that Ave Maria Care Limited are awarded the contracts for the period 06 July 2026 – 05 July 2028, and that dependent on the quality of their services a 12-month service extension is implemented to a final contract end date of 05 July 2029.

Care services will be provided at the Council’s Extra Care rate, which is £22.45 per hour in 2026/27. Ave Maria Care may also reach separate arrangements with residents to provide other support services at the three schemes. The total anticipated value of the contracts over the three-year period is:

• Chestnut Grange: £1.821M
• MacGregor Tithe: £1.378M
• Tyldesley Court: £0.050M
