Purpose

To approve the passporting of capital funding
secured from CCDC as part of the 2021 CIL allocation to replace two
poor quality general teaching volumetric buildings with a single
two storey building providing four key stage 2 general teaching
classrooms.

To approve the sealing of the grant agreement between CCDC and SCC
and the sealing of the passport agreement between SCC and the
Future Generation Trust.

SCC successfully bid for CIL Funding from CCDC
as part of the 2021 allocation to replace temporary mobile
accommodation with permanent buildings.

Approval is sought for the passporting of capital funding (CIL) for
this project to replace three poor quality classrooms housed in two
general teaching volumetric buildings, with a single two storey
building providing four key stage 2 general teaching
classrooms.

The Capital programme 2023-24 heard at Cabinet on the 15th March
2023, included reference to the successful bid for CIL funding and
this project. Extract provided below;

“SCC successfully bid for Community Infrastructure Levy (CIL)
Funding from Cannock Chase District Council (CCDC) to replace
temporary mobile accommodation with permanent buildings. The
c£500k CIL Funding will be supported by the capital programme
for projects at Chadsmoor Infants & Junior School, Five Ways
Primary School and the John Bamford Primary School. c£394k
has also been secured for Etching Hill Primary Academy“

The academy intend to undertake the project and provide 50% match
funding, as is required in the condition of the CIL grant. The CIL
funding will be received by SCC and will then be passport to the
academy subject to a separate legal agreement.
Approval is also sought for the sealing of the grant agreement
between CCDC and SCC and the sealing of the passport agreement
between SCC and the Future Generation Trust.
