The Executive Director for People and
Neighbourhoods has considered a report providing an update on
Project Skyline and seeks delegated approval on the terms of the
Partnership Agreement to enable the Council to participate in the
collaborative delivery arrangements between the 10 GM Local
Authorities, NHS GM and the GMCA to deliver specialist residential
care in Greater Manchester for Looked After Children.

At its meeting in November 2024, the Cabinet gave approval in
principle for the Council to enter into a Partnership Agreement for
Skyline, and delegated to the Executive Director People and
Neighbourhoods, in consultation with the portfolio holder for
Children, Families and Education, Section 151 Officer and the
Assistant Director, Legal and Democratic Governance to agree the
terms of the Partnership Agreement and for the Assistant Director,
Legal and Democratic Governance authority to enter into any
documentation required to give effect to the Partnership Agreement,
including the Partnership Agreement and any related
legal agreements referred to in the Partnership Agreement or
arising out of the project as a whole.

The Executive Director for People and Neighbourhoods has then
exercised delegations under this authority to:-

(1) Note the legal, commercial, financial and governance
arrangements between 10 GM Local Authorities, NHS GM and the GMCA
alongside the arrangements with procured and appointed Care
Providers;

(2) Note that Salford City Council as Lead Authority on behalf of
the 10 GM Local Authorities, NHS GM and the GMCA will be entering
into the Agreements with the Care Providers in respect of each of
the homes acquired by GMCA;

(3) Approve the entering into of the Partnership Agreement between
the 10 GM Local Authorities, NHS GM and the GMCA in respect of the
delivery of specialist residential care in Greater Manchester for
Looked After Children; and

(4) Authorise the Assistant Director for Governance to complete all
documents and agreements necessary to give effect to the
recommendations.
