The Director of
Education, Work & Skills has considered a report outlining work
undertaken at a Greater Manchester level in relation to post 16
travel assistance and detailing a revised Post-16 policy which
seeks to place greater reliance on community travel arrangements,
independent travel training and the use of personal
budget.  In doing so, there are a range
of key policy and practice changes that require public consultation
before a final decision can be made. An equalities impact
assessment will accompany any proposals once consultation has taken
place.

The Director of Education, Work & Skills, in consultation with
the Cabinet Member for Children, Families & Education, has then
given approval to proceed to a public consultation in respect of
the revised Post-16 policy that will be published on 3 November
2025 and closing 8 December 2025 which proposes changes to the
transport policy which would align our local post-16 policy to the
GM policy and propose to seek best value from all and new private
hire contracts the LA enters into in relation to School Transport,
and explore how this can be done with stakeholders in the private
hire market.

The consultation is intended to explore the
alternatives open to the Council.
