Purpose
The Asset Management Plan (AMP) capital
programme is used to carry out upgrade work and improvements to
buildings within the Councils operational estate. This report
provides detail of the AMP capital programme for the years 2026/27
– 2028/29 and sets out the indicative programmes for future
years
Content
The Cabinet has
considered the Asset Management Plan capital programme that would
be used to carry out upgrade work and improvements to buildings
within the Council’s operational estate, and has:-
(1) Approved the
programme for 2026/27 and the financing thereof, and the Indicative
AMP programme for up to 2028/29, as set out in the report;
(2) Approved the
application of corporate resources to fund the AMP programme for
2026/27 to 2028/29; with the application of funding types (capital
receipts and borrowing) being delegated to the Director of Finance
(S151 Officer) in consultation with the Capital Board;
(3) Delegated
authority to the Assistant Director for Estates and Asset
Management, in consultation with the Cabinet Member for Finance
& Resources, to procure the works and services and subsequently
determine the outcome of any contract award process for any project
specified in the asset management plan.
(4) Delegated
authority the Assistant Director for Estates and Asset Management,
in consultation with the Cabinet Member for Finance &
Resources, to award professional services and construction
contracts, as required, to deliver the works programme.
(5) Delegated
authority to the Assistant Director for Estates and Asset
Management, in consultation with the Capital Board to reprofile the
proposed spending to address urgent priorities that emerge during
the years covered by this report.
(6) Delegated
authority to the Assistant Director for Governance to do all things
necessary or incidental to the implementation of the abovementioned
resolutions.
Alternative options considered
To not implement the
package of upgrade work and improvements to buildings within the
Councils operational estate. However, this is not recommended on
the basis that to do so would fail to ensure that assets that are
retained are fit for purpose, appropriately maintained and able to
support modern and efficient service delivery with minimal
environmental impact
