The Cabinet has
considered a report detailing a proposed amendment to PR4 (Scrutiny
Procedure Rules) contained within the Council’s constitution
to amend the timeframe for the submission of a response from the
Cabinet to a scrutiny review final report and has agreed to
recommend that the Council Meeting gives approval to the adoption
of amendments to Section 10.3(b) of ‘PR4 – Scrutiny
Procedure Rules’ to align the timeframe for the submission of
a response from the Cabinet to a scrutiny review final report to
the current committee cycle, specifically that this be amended to
read “within two committee-cycles”.
Alternative options considered
To make no changes to
‘PR4 – Scrutiny Procedure Rules’ in relation the
timeframe for the submission of Cabinet responses to scrutiny
review final reports.
This is not
recommended, as to do so would result in leaving known deficiencies
within the Constitution intact which could serve to undermine wider
confidence in the robustness of the Council’s approved and
adopted governance arrangements.
