In accordance with the
provisions of Section 9E of the Local Government Act 2000 and the
Council’s Constitution (PR3 – Cabinet Procedure Rules)
the Leader of the Council has given approval to the amendment of
the Executive Scheme of Delegation to establish a Ward
Discretionary Budget of £10,000 per ward to be operated on
the basis identified in Section 3 of the report; and has
 
(1) Delegated to area
committees the identification of ward priorities for the municipal
year and authority to work with officers to draw up formal
proposals for approval.  It is expected
that unanimity will be secured in advance of the meeting; and
 
(2) Delegated to the
Cabinet Member for Finance & Resources the final approval of
any subsequent release of funding allocations.  This will follow the receipt of recommendations
from area committees and the expectation that it will be
accompanied with the full support of all Members in the ward.
