That the Council will offer the
concession licence for tender and award it to the successful party,
based on the evaluation criteria.
Reasons for the decision
The current concession licence
to operate the Mini Golf expires on 30.10.25. It is proposed to offer, by tender, the right for
a new agreement to operate the facility for a five-year
period. The agreement will allow the
successful operator to operate a mini golf activity and to sell pre
prepared snacks, cakes and sweets, hot and cold non-alcoholic
drinks (subject to appropriate licencing being
obtained). For the avoidance of doubt
the concessionaire may not sell ice creams or ice
lollies.
The concession holder will pay
an annual fee and be responsible for the repair and maintenance of
the property as well as being responsible for utilities, rates and
other outgoings.
The use of a tender process
ensures the Council’s procurement rules are complied
with. The tender documents and the
final concession licence will be reviewed by the Council’s
Legal Services to ensure that the Council’s interests are
protected.

Agree to grant the
concession licence; or
Decline to grant the
concession licence.
