– Back Office Software 2

Managed by Crown Commercial
Service (CCS), specifically to streamline back-office software
across the public sector

Reasons for the decision

To have a Civica/Modern.gov
software contract in place going forward, in
order to streamline future upgrades and/or add-ons to the
current software provision. Civica/Modern.gov is the preferred
supplier as they are the leading provider of this software and the
Democratic Services team have used it for some years. A Framework
Agreement was deemed as the preferred option following discussions
with the Procurement and Legal teams. In addition, it was agreed
necessary to have a contract in place, rather than continue with
the current rolling payments (covered by an implied contract), as
future upgrades and/or add-ons to the current software provision
would require a tender exercise for a separate contract, which may
not be favoured under any LGR restrictions that may be in place at
such time.
