By the Head of Law and Governance: To confirm
appointment of Johnson Controls to
provide maintenance for SDC’s CCTV systems using a direct
award through the ESPO framework for a three-year period with the
option to extend for a further two years
(https://www.crowncommercial.gov.uk/agreements/RM6289).
Reasons for the decision
The current contract with
Johnson Controls expires on 30 September 2025, and continuing
maintenance and reactive repair of the CCTV system on an ongoing
basis is required now. The direct award will ensure the least
service disruption.
This Notice was brought to the
Head of Service’s attention at the end of November and
accordingly was authorised due to the circumstances and the
necessity.
Alternative options considered
Direct award to
Johnsons Controls under the ESPO framework to continue maintenance
and reactive repair of the CCTV system they are already familiar
with
Carrying out a
further competition through the ESPO framework. There would be some
service disruption during a further competition period as repair
work would not be covered, so this option is considered
unsuitable.
Carrying out a full
open tender process in accordance with SDC’s Contract
Standing Orders. There would be some service disruption during a
full tender process as repair work would not be covered, so this
option is considered unsuitable.
Not appoint a
contractor. This is not a viable option as SDC does not have the
inhouse capacity and technical expertise to carry out maintenance
on the CCTV system, which would degrade without required
maintenance and repair.
