Note and endorse the
Warwickshire Community Safety Agreement for 2025-2029
Reasons for the decision
There is a duty under the Crime and Disorder
Act 1998 and its associated 2007 regulations for there to be a
countywide community safety strategy group. Within Warwickshire,
this group is called the Safer Warwickshire Partnership Board
(SWPB). Stratford-on-Avon District Council (SDC) is a member of the
SWPB alongside other district and borough councils in the County
and statutory agencies who are responsible for reducing crime and
anti-social behaviour. Within the Act is the requirement for the
countywide group to prepare a Community Safety Agreement (CSA). As
required by legislation, the CSA is based on the four comprehensive
Community Safety Partnership (CSP) strategic assessments undertaken
during 2024-25 and sets out how partner agencies in Warwickshire
will work together to implement shared community safety
priorities.
The CSA was presented to
the SWPB on 24 June 2025 and was approved subject to formal sign
off through partner agency governance processes.
The Head of Law and Governance and Monitoring
Officer is delegated within the constitution to sign off such
agreements on behalf of Stratford District Council but brought the
agreement to the attention of the Senior Management Team on
23rd September 2025 before so approving.
Note- All Partner councils have recently
approved the agreement via their own governance and approval
processes as well.
Alternative options considered
A number of options were
considered by the Monitoring Officer
Option 1
- To note the Community Safety Agreement for
Warwickshire for 2025-2029 which the Monitoring Officer will sign
on SDC’s behalf as per delegations.
Option 2 – To suggest changes or further
information regarding the Community Safety Agreement before
signing. No changes were identified and therefore this option was
not required.
Option 3 – To reject the Community Safety
Agreement. This option was not required as explained in option
1.
