To authorise the procurement of
a new Housing IT System to support statutory housing, homelessness,
allocations and related case-management functions, with an
estimated contract value exceeding £150,000. Approval is
sought to undertake a compliant procurement process and
subsequently to award the contract to the winning supplier
following evaluation.
Reasons for the decision
A new Housing IT System is
required to replace the existing legacy system, which no longer
meets operational needs or regulatory requirements. The new
solution will improve service efficiency, ensure compliance with
the Homelessness Reduction Act 2017 and enable accurate
Homelessness Case Level Information Collection (HCLIC) data
submission.
There is now some urgency and necessity as explained to
the Leader.
Accordingly, approval is
further sought to expedite the decision through the democratic
process in accordance with the Councils constitutional rules. The
Chair of OSC is in support given all the circumstances.
Note- The funding is already
available.
Alternative options considered
Option 1 – To give authority to proceed with the
procurement (chosen)
Recommended option - ensures
continuity of statutory services and system compliance given the
necessity.
Option 2 – Do not proceed
Not recommended. Current system
presents operational and compliance risks, lacks functionality and
is no longer cost?effective.
