To procure a Contractor/s to
undertake the refurbishment of One Evesham Place.

Reasons for the decision

One Evesham Place was until
2020 a supported housing scheme for former offenders. It closed
after being decommissioned by Warwickshire County Council and has
remained vacant since then. The property has deteriorated
significantly over recent years and is now an eyesore at a
high-profile gateway point into Stratford.
 
The Portfolio Holders decision
dated 17th July 2023 gave authority to submit a bid at auction, to
purchase this property, for the purpose of providing temporary
housing to homeless households, following refurbishment which was
detailed in a confidential appendix.
 
The 2024/5 budget process
detailed through a Growth Bid, the need for a budget of
£500,000 specifically to refurbish this property.  This budget was subsequently approved by The
Cabinet and Council.
 
This Officer Decision is to
give approval for the procurement of a contractor to undertake the
refurbishment work under the Council’s Contract Standing
Orders, as delegated to the Head of Service.
 

Alternative options considered

The interior and exterior are
found to be in a poor condition and generally
dilapidated.  This was identified and
accepted prior to purchase. The property requires major
refurbishment throughout to provide safe, functional, and dignified
supported accommodation for people experiencing
homelessness.
 
The necessary skills to
undertake such works cannot be internally resourced. Therefore, the
only option considered is to procure a Multidisciplinary Team
[Contractor/s] to take this project from its current position and
deliver from design through to build and practical completion /
handover.
