Decision

 The Executive RESOLVED that

(i)                 the current operating model for the Leisure Centre be amended so that Places Leisure becomes an agent of Surrey Heath Borough Council (SHBC), this will enable the Council to reconcile the HM Revenue & Customs (HMRC) VAT changes that were announced in 2023; and

(ii)                authority be delegated to the Director of Housing, Community and Recreation in consultation with the Director of Finance and the Director of Law and Governance to finalise the negotiations with Places Leisure and thereafter implement the actions required to undertake the change to the operating model in consultation with the Portfolio Holder for Environment and Recreation and the Portfolio Holder of Performance and Finance.
