Purpose

Agreement
to manage Sport Wales Grant Funding and Freedom Leisure Match Funding within
the Councils Capital Programme.  Freedom
Leisure will take responsibility for procuring, managing and delivering
improvements that lead to decarbonisation and sustainability.  The collaborative partnership presents a more
efficient use of available resources, including funds and expertise, to invest
in the facilities, and meet the objectives for the sites., which remain in the
ownership of the Council.

 

To
comply with Financial Procedure Rule 7 (Capital Programming and Appraisals): to
commit and authorise schemes on to the Capital Programme.

Content

Approved:

1)       For Cultural
Services to manage the finances for the decarbonisation and sustainability
project within the Council’s capital budget in order to deliver significant
asset improvements. Freedom Leisure will procure, manage and deliver the
project as our operational delivery partner.

2)       An RCCO of
£109,929. This sum will be used as Freedom Leisure match funding. The sum is
part of the financial support monies linked to previous cabinet reports
currently held in Cultural Services funded programmes.

3)       To receive and
manage the two Sport Wales grants offered for the project, totalling £295,156
and for this funding to be added to this scheme within the capital programme.
