The Forum consults on changes to the local funding formula, minimum funding guarantee, and contracts affecting schools. It makes decisions on how much funding the local authority can retain centrally, the carry-forward of deficits, and proposals to de-delegate funding from maintained schools for services like staff supply cover or insurance. The Forum also decides on changes to the scheme of financial management and agrees criteria for accessing funds for pupil growth or falling rolls.
