1.      
To note the legal, commercial, financial and
governance arrangements between 10 GM Local Authorities, NHS GM and
the GMCA alongside the arrangements with procured and appointed
Care Providers.

2.      
To note that Salford as Lead Authority on behalf of
the 10 GM Local Authorities, NHS GM and the GMCA will be entering
into the Agreements with the Care Providers in respect of each of
the homes acquired by GMCA.

3.      
To approve the entering into of the Partnership
Agreement and related agreements and arrangements between the 10 GM
Local Authorities, NHS GM and the GMCA in respect of the delivery
of specialist residential care in Greater Manchester for Looked
After Children.

4.      
Authorise the Borough Solicitor to complete all
documents and agreements necessary to give effect to the
recommendations.
