Purpose

The proposal addresses an urgent need for additional specialist
school capacity within the borough, driven by increasing demand for
in-borough SEND places.  The recommended modular
solution enables the school to swiftly accommodate up to
twenty-five (25) pupils in a temporary modular unit for a period of
two years, while a permanent solution is developed.

Content

That it be DETERMINED that:

(i)     
Approval is granted to allocate £0.240m in capital funding
from the High Needs Capital Grant to deliver external adaptation
works at Cromwell High School.  These works will
include land preparation and the installation of a porta cabin,
resulting in two fully functional classrooms to accommodate up to
twenty-five (25) pupils with Special Educational Needs and
Disabilities (SEND) from September 2025.  The
accommodation will be temporary for a period of two years, during
which a permanent solution will be developed.

(ii)    
Approval is given to enter into a Grant Agreement with Kingfisher
Learning Trust for the sum of £0.240m to deliver external
adaptation works at Cromwell High School.

(iii)   
The adaptation works will be delivered under the oversight of the
Education Capital Team, with appropriate monitoring, cost controls,
and governance procedures in place to ensure value for money and
timely delivery.
