RESOLVED
That Executive Cabinet:
(i)
Tameside Food Partnership - Approve the proposal to undertake a
procurement process to identify a provider who can deliver this
service. The contract will be for a period of five years and the
maximum budget required for this service is £0.170m over a
five-year period (Yr1: £0.040m/Yr2: £0.040m/Yr 3:
£0.040m/Yr4: £0:030m/Yr5: £0.020m) in
2025-26;
(ii)
Approve the funding of a 0.5 FTE Principal Analyst post along
with the transfer of the arrangements for the line management of
the Data Analysis Assistant at a total cost of a recurrent
£0.034m per annum commencing in 2025/26;
(iii)
Approve the proposal for Public Health to continue to fund a
post for an Older Peoples Welfare Rights Support Worker at a total
cost of £0.044m per annum in 2025/26;
(iv)
Approve the proposal for Public Health to fund a Safer Roads
Officer (Vision Zero) post at a total cost of £0.042m in
2025/26;
(v)
Approve the proposal for a service redesign in Public Health
which involves converting the existing Head of Public Health
Programmes into a Consultant in Public Health and the introduction
of two K Grade roles to manage new areas of work (including VCFSE
and the navigation service) at an increased annual staffing cost of
£0.185m per year;
(vi)
Tameside Live Well Community Navigation Service – Approve
the proposal to undertake a procurement process for a suitable
provider either via tender or direct award and to award the
contract for this service. The contract will be for a period of
three years with the option to extend for up to a further two years
with an annual value of £0.700m (£0.448m allocated from
the council budget for ‘social prescribing’ and
£0.252m allocated from the Public Health budget for VCFSE
capacity building). There will also be an additional one-off
commitment of £0.100m in 2025/26 from the Public Health
budget, to support year one community development and enhanced
development of the volunteering offer. Total of £3.600m over
five years;
(vii)
Ageing in Place Funding - approve the proposal for Public Health
to allocate £0.075m for a period of 12 months in 2025-2026
and work with STAR to issue a direct award to Jigsaw via an
Exemption in their capacity as delivery partner for this
proposal.
