Purpose
Following the approval of the report,
Strategic Homelessness Policy Review, 23 April 2025 Executive
Cabinet - Item 15, this Decision is to begin work
on tackling the number of Empty and wasted dwellings / buildings
within Tameside to support the work across the council to ensure
all residents have access to safe, secure, sustainable and
appropriate housing to meet their needs. This
also forms part of the work to bring down the public purse spend on
high-cost placements for temporary accommodation and other council
commissioned placements.

That it be DETERMINED to:
(i) Agree to the Empty Homes Network creating an
Empty Homes Strategy for Tameside alongside building a database of
properties.
(ii) Agree to the creation of an empty homes team primarily
focussed on supporting property owners in Tameside with enforcement
as a last resort.
(iii) Endorse the principles of entering a partnership leasing
scheme with local Registered providers to manage any properties
brought back into use.
(iv) Agree to the additional resource request based on the
financial modelling provided of £0.089m for staffing
