Purpose

To seek approval for the council to
access and utilise the Rochdale Highways Maintenance Framework for
the procurement and delivery of highways maintenance, improvement
and associated civil engineering works in line with the
council’s Highway’s Asset Management Plan
(HAMP).

To also seek approval to commence
development of a Tameside Highways Maintenance
Framework.

Content

(i)                 
That
Approval is granted to access the Rochdale Highways Maintenance
Framework for the procurement of highways maintenance and related
works to ensure the delivery or the Highways Asset Management Plan
in the short term.

 

(ii)              
That
Approval is granted to award the necessary agreements or
documentation to suppliers in line with the Rochdale Frameworks
terms and conditions, subject to compliance with the Contract
Procedure Rules and the Council’s Financial Regulations and
the requirements related to the relevant thresholds.

 

Reasons for the decision

Approval is required in order to
comply with the council’s governance, financial and
procurement rules.  The value and strategic importance of the
contract mean it cannot be awarded under officer delegation
alone.

Five options have been considered
and rejected.  These are set out in section 3 of the
report.
