Purpose

The Tameside Transport Strategy
will:

•        
Consolidate existing transport data
and policy.

•        
Deliver a baseline review and
policy analysis.

•        
Undertake site visits and
stakeholder workshops.

•        
Launch a “Big Transport
Conversation” for community engagement.

•        
Develop a strategy and visioning
document.

•        
Produce position papers and support
an investment pipeline for scheme optioneering.

The contract will run from 1
December 2025 to 30 June 2026 at an estimated gross value of
£84,600 (including VAT).

Approval to prepare the strategy
and allocation of monies was decided by Executive Cabinet, 24 April
2024[GH1][AT2].

(i)                 
That approval is
given to procure consultancy services and award the contract for
the Tameside Transport Strategy. 

Reasons for the decision

Approval is required to procure and
award the contract for consultancy services via the TfGM Transport
Professional Services (TPS) framework, Lot 1, for the development
of the Tameside Transport Strategy (TTS).

This strategy will provide a
single, place-based vision for transport across Tameside,
localising the Greater Manchester 2050 Transport
Strategy.

Alternative options considered

(i)                 
Delivering the strategy in-house
was considered but rejected due to lack of specialist capacity and
expertise.

(ii)               
Open tender procurement was
considered but rejected in favour of using the TfGM framework for
efficiency and compliance.
