Procurement of Integrated Workplace Management System (IWMS) for Strategic Property

Purpose

It is proposed
to purchase an IWMS for Tameside MBC to both replace the CAFM used
by Robertsons FM and also to consolidate property data from
multiple sources across Strategic Property teams.

Content

Approved:

 

I.)           
£0.100m be
allocated for the capital purchase of an Integrated Workplace
Management System (IWMS)

 

II.)           
£0.085m per
annum be allocated from the Facilities Management and Estates
budgets to cover the costs of the software licence and support
fees.

 

III.)           
That a 5-year
contract be awarded to Bellrock Technologies to cover the capital
costs to purchase of ‘Concerto’ IWMS, project
management and migration from Robertson’s own system, and
annual software licence and support fees.

 

IV.)           
The software be
procured via STaR Procurement using the SBS Hard FM2, Lot 1.3
Framework.

 

Reasons for the decision

The contract with our current
Facilities Management provider, Robertsons ends on 30 April
2026.  Robertsons currently operate an IWMS on our
behalf which is in their ownership.  In order to maintain workstreams, it is
critical that the Council procure its own IWMS. 

Alternative options considered

Officers from Strategic Property
have extensively reviewed available software options from other
providers, as detailed in the main body of this report.

The IWMS is a mission critical
system so there is not an alternative, if FM and compliance
services are to be brought back ‘in house’ as planned
in May 2026.
