Purpose

The establishment of the Small
Works Framework Agreement (known as SM1) is required in order to
ensure compliance with procurement standing orders to access a
range of contractors to deliver engineering works.

To establish the
SM1 Framework Agreement to support delivery of sub-contractor works
within Engineering Services. 

Reasons for the decision

The Framework Agreement will
provide access to a range of sub-contractors which can be utilised
by Engineering Services to deliver essential works required to
maintain the highway network.

Alternative options considered

Do nothing.  This option was rejected as the council has a
statutory duty to maintain the public highway and so a compliant
route to market is required to ensure that a full range of
sub-contractors are available to undertake works which the
council’s in-house Delivery team does not currently have the
capacity to deliver.
