ADULT SOCIAL CARE COMMISSIONING STRATEGY AND MARKET POSITION STATEMENT (MPS) 2026 - 2029 & ASSOCIATED PROVIDER QUALITY IMPROVEMENT STRATEGY 2026-2029

Purpose
The Adult Social Care Commissioning Strategy and Market Position Statement (MPS) provides an overview of the current provision and future requirements. Our care market was part of a much wider system of care and support and was often supplemented by families, friends and other unpaid carers, so it is also really important that we ensure sufficient support for people in that caring role.
This strategy was for:
• Providers of adult social care to understand our priorities and how we can work together to shape and develop our market.
• Voluntary, Community, Faith and Social Enterprise organisations to support delivery of shared priorities and support people in their communities.
• Registered Housing Providers who want to invest in opportunities for increasing our range of supported and extra care accommodation
• People who draw on care and support and their carers so they can contribute to the design and delivery of services by sharing their lived experience.
The Quality Assurance Strategy 2026 -2029 aligned to the above strategy but specifically supports our statutory duty under the Care Act to secure sufficient supply in the market and assuring its quality through contracting.
Decision
RESOLVED
(i) The adoption and publication of the ASC Commissioning Strategy and Market Position Statement (MPS) 2026 – 2029 be approved.
(ii) That the proposed annual review process for the MPS, which will be subject to officer approval prior to publication be approved
(iii) That the adoption and publication of the ASC provider Quality Assurance Strategy 2026-2029 be approved.
Alternative options considered
Not to publish an ASC Commissioning strategy and MPS would mean the Council is in breach of its duties under the Care Act 2014.
