Purpose

To accept grant funding from the Department of
Health and Social Care to deliver a programme of health checks
within workplace settings in Tameside between October 2024 and
March 2025

Content

That it be DETERMINED that:

1.    
That approval is given to accept the grant funding
of £0.072m awarded to the Council (Public Health directorate
2024/25 revenue budget) from the Department of Health and Social
Care for the delivery of the Cardiovascular Disease (CVD) Workplace
Health Check Programme.

2.    
That approval is given to issue a Direct Award to
two Primary Care Networks (PCN) in Tameside, Hyde PCN and Denton,
Audenshaw and Droylsden (DAD) PCN to deliver 800 workplace health
checks (300 from Hyde PCN; 500 from DAD PCN) to employees of
identified workplaces, aged 18+ at a total cost of £0.038m
(Hyde £0.014m, DAD £0.024m) for a six-month period
commencing on 1 October 2024 to 31 March 2025. 

3.    
That approval is given to allocate the remaining
£0.034m to the Council’s Be Well Team (Public Health
directorate 2024/25 revenue budget) to support the delivery of this
programme.

Reasons for the decision

To enable the implementation of a grant funded CVD
Workplace Health Check programme to be delivered to employees in
workplaces in Tameside, as per the conditions set out in the
memorandum of understanding which the DHSC have provided for this
programme (see Appendix 1).  The
programme be for a six-month period and will commence on
1st October 2024 to 31st March 2025. This
programme will contribute to reducing the high rate of early,
preventable mortality from cardiovascular disease in
Tameside. 

The report proposes that the Be Well team will work
in partnership with Healthy Hyde and DAD PCNs in Tameside to
deliver approximately 1500 workplace health checks to employees
aged 18+. A total of £0.072m grant funding has been awarded
to the council to carry out 1500 workplace health
checks.   Healthy Hyde PCN will
receive £0.014 to deliver 300 health checks and DAD PCN will
receive £0.024m to deliver 500 health checks    The Council will receive £0.034m
to deliver 700 health checks. This funding covers the total cost of
delivering this number of health checks. The £0.034m to be
retained within the Council will be offset against existing costs
to support enhanced delivery of health checks.
The
work will lead to an increase in early detection and management of
risk factors and long-term cardiovascular conditions in high-risk
people in workplaces across Tameside, who may otherwise struggle to
engage with healthcare. This will reduce the risks of more
advanced, late-stage cardiovascular disease and hospital admissions
for events such as heart attacks and strokes. Longer term, this
will reduce the rate of early, preventable mortality within the
borough and will reduce the costly burden of people being frailer
and more unwell and relying on health and adult social care
services as they grow older. It is estimated that, from the
additional 1,500 health checks completed, approximately 246
people will be found to have high blood pressure; 885 people
will be found to have raised cholesterol, and up to 60 heart
attacks and strokes may be prevented (source QOF prevalence
2022/23).
