Purpose
Following a competitive tender procurement
exercise, the winning bid (also the cheapest bid) came in above the
level of spend that can be authorised through an Executive Member
decision.
The estimated spend requirement anticipated bids offering
serviceable and warrantied reconditioned units as previously
supplied at lower costs.

The decision was made following the
Constitution under Section 7(a) Financial Procedures: Budget and
Policy Framework, paragraph 1.4. Reason for Making an Urgent
Decision - To enable an urgent funding decision to be made
following the competitive procurement process returning higher than
anticipated costs.
The decision enables the Council to meet the procurement timeframes
in place, and to minimise the further loss of income from the
issues with the existing baler.
