Purpose

To appoint a
chairman for the Clacton Town Board.

To appoint George
Kieffer as the independent chairman of
the Clacton Town Board for a term of one year.

Reasons for the decision

On 1 October 2023
Government announced that Clacton-on-Sea will be one of 55 towns
across the UK to receive a ten-year endowment-style fund, with
£20 million of funding and support to give towns long term
certainty to deliver projects over multiple years. The funding will
be underpinned by an investment plan overseen by a new Towns Board,
in consultation with local people. The Cabinet approved the
delegation of the formation of the Board to the Portfolio Holder
for Economic Growth, Regeneration and Tourism.
This decision sets out
the first stage of the formation of the Clacton Town Board by the
appointment of George Kieffer as the
independent chair of the board. The appointment will be for a term
of one-year to support the setting up and establishment of the Town
Board, and the development of a long-term investment plan. There
will be no remuneration for the post of chair, however travel
expenses will be paid at the Council’s standard rate per
mile.

Alternative options considered

No alternative options have been considered at
this time. This is a one year term arrangement to move the project
forward and meet government timescales.
